Follow up PR #3187 at 38b8c07f while preserving the original contribution history and all current-main helper bodies. Remove both CI safety-suite exclusions, clean stale imports and the warning glyph, retain shipped test/coverage entrypoints, and keep unknown test totals honest. The tree matches the fully tested 6246-pass/325-file tree; disposable Claude/OpenCode lifecycle passes.
Carry forward PR #3115ef475c79 and 780dfb78 onto current main. Preserve the newer hook-consent transforms during install and repair. Main already includes the source import fix from #3167.
Preserve contributor history and current-main behavior while resolving the exact reviewed follow-up.

Keep historical fingerprints independent of source discovery and normalize explicit repository roots at doctor and repair entry points. Preserve unknown user plugins and absolute-only low-level source probing.

Attribute unrecorded OpenCode aliases only to exact trusted ECC source or build bytes while keeping planned and recorded destinations strict. Pass the trusted source root through repair plans and preserve unrelated user plugin files.
Extract contained-fs (TOCTOU-safe fs ops) and json-ops helpers into scripts/lib/install/. install-lifecycle 2453->1957 lines, public API unchanged (66/0 lifecycle tests pass). Harden tests/run-all.js with exit-code-first verdict, TAP fallback, file-level counts and filter arg. Add warn-level eslint guards (prefer-const, complexity, max-depth, max-params). Split test scripts into test:validators/test:js/test:python and coverage:js/coverage:python.
Preserve the contributor change and current installer contracts. Make automatically discovered plugin entrypoints inert without explicit runtime consent, verify managed ownership before deactivation, and retain prior consent on incomplete migration.

Move stable hook metadata to a validated sidecar while preserving hook commands and installer identity. Reject moved fingerprints and duplicate IDs, and validate before updating metadata. Independent local review passed at c315271624a1fd055b992f2bff889ad2a0ff8a6b; CI run 34678210149 passed. Rollback: revert this squash commit.
GitHub Copilot CLI discovers SKILL.md skills from .github/skills/ and custom
agents from .github/agents/, so ECC's catalog can be installed there without a
conversion step. This adds a managed-project install target that places both.
Scope is deliberately limited to agents and skills. ECC hooks are written
against Claude Code's event model, and commands rely on slash-command argument
substitution Copilot does not provide, so neither is installed.
Agent frontmatter goes through an allowlist transform rather than a passthrough:
Copilot resolves the session model from user configuration, so a Claude model id
makes it warn and fall back on every invocation; Claude tool names are not
Copilot tool names, and Copilot governs tool access per session via
--allow-tool/--deny-tool. Unknown keys added to ECC agents later therefore
cannot leak into the Copilot copy.
Target selection stays permissive in supportsModule so dependency-anchor modules
still resolve; planOperations is what narrows the install, matching the
convention used by the other adapters.

The guided installer asks how ECC hooks should run, but that consent
lived only in the wizard path. Running install-apply directly with a
profile that includes hooks-runtime still materialized the hook runtime
with no disclosure and no decision.
Gate the apply layer instead, so every entry point is covered:
- disclose the six hook capability groups when a plan would materialize
the hook runtime, and refuse to apply until the caller decides
- --enable-hooks confirms the hook runtime; --no-hooks installs the rest
of the selection without it and records the reduced module closure in
install-state
- surface the pending decision as a dry-run warning
- show the same capability disclosure in the guided installer's plan
preview, so the wizard's hook question states what it is asking about
Plans that never materialize hooks (Kimi, --profile minimal,
--without baseline:hooks) are unaffected and need no flag. Repair and
uninstall operate on already-recorded state and stay unchanged.
The capability taxonomy and the held-materialization behavior come from
Samarjeet Singh Tomar's PR #2634, reworked to fit the single-decision
consent model that shipped with the guided installer in #2649.

* fix: harden local data boundaries
Bind the capabilities dashboard exclusively to loopback and reject untrusted Host and Origin values. Constrain project-configured agent data paths to the Cursor data root, and harden lifecycle repair/uninstall operations against state-file traversal, symlink swaps, unsafe sources, and forged install-state destinations.\n\nCloses #2506
* fix: eliminate repair source read race
Read source bytes and mode from one no-follow file descriptor so a path replacement cannot mix metadata from one inode with content from another. Add a regression that rejects separate path-based source metadata lookup.
* fix: close dashboard hardening review gaps
Flatten managed Claude skill destinations, preserve user-owned conflicts, and migrate legacy nested installs through the lifecycle tooling.

Critical: project-local install-state (e.g. a cloned repo's .cursor/ecc-install-state.json)
is attacker-controllable, and repair/uninstall/auto-update replayed its operations with
destinationPath validated only for non-emptiness — confirmed arbitrary file write/delete
and chained RCE (write ~/.bashrc, .git/hooks, or run a planted install-apply.js).
- New scripts/lib/path-safety.js: assertWithinTrustedRoot() canonicalizes (incl. symlink
escape via nearest-existing-ancestor realpath) and fails closed unless the destination is
within the adapter-derived trusted root.
- install-lifecycle.js: gate executeRepairOperation + executeUninstallOperation + the
install-state removal against record.targetRoot (the adapter-resolved root, NOT the
attacker-supplied state.target.root).
- auto-update.js: validateRepoRoot now requires package.json name to be an official ECC
package, so a planted nested repo can't drive auto-update into executing attacker code.
- 7 containment regression tests. Existing install-lifecycle/repair/uninstall/auto-update
suites still green (legit destinations are within the root).
On Windows (native cmd/PowerShell), process.env.HOME is undefined.
Seven CLI entry points and two library files pass process.env.HOME
directly as homeDir without a cross-platform fallback, causing all
path resolutions to silently fail (resolving to "undefined/.claude/...").
Node.js os.homedir() correctly handles all platforms (HOME on Unix,
USERPROFILE on Windows, OS-level fallback). The project already uses
this pattern in scripts/lib/state-store/index.js and has a getHomeDir()
utility in scripts/lib/utils.js, but it was not applied consistently.

* Add install.ps1 PowerShell wrapper and tests
Add a Windows-native PowerShell wrapper (install.ps1) that resolves symlinks and delegates to the Node-based installer runtime. Update README with PowerShell usage examples and cross-platform npx entrypoint guidance. Point the ecc-install bin to the Node installer (scripts/install-apply.js) in package.json (and refresh package-lock), include install.ps1 in package files, and add tests: a new install-ps1.test.js and a tweak to install-sh.test.js to skip on Windows. These changes provide native Windows installer support while keeping npm-compatible cross-platform invocation.
* Improve tests for Windows HOME/USERPROFILE
Make tests more cross-platform by ensuring HOME and USERPROFILE are kept in sync and by normalizing test file paths for display.
- tests/lib/session-adapters.test.js: set USERPROFILE when temporarily setting HOME and restore previous USERPROFILE on teardown.
- tests/run-all.js: use a normalized displayPath (forward-slash separated) for logging and error messages so output is consistent across platforms.
- tests/scripts/ecc.test.js & tests/scripts/session-inspect.test.js: build envOverrides from options.env and add HOME <-> USERPROFILE fallbacks so spawned child processes receive both variables when only one is provided.
These changes prevent test failures and inconsistent logs on Windows where USERPROFILE is used instead of HOME.
* Fix Windows paths and test flakiness
Improve cross-platform behavior and test stability.
- Remove unused createLegacyInstallPlan import from install-lifecycle.js.
- Change resolveInstallConfigPath to use path.normalize(path.join(cwd, configPath)) to produce normalized relative paths.
- Tests: add toBashPath and normalizedRelativePath helpers to normalize Windows paths for bash and comparisons.
- Make cleanupTestDir retry rmSync on transient Windows errors (EPERM/EBUSY/ENOTEMPTY) with short backoff using sleepMs.
- Ensure spawned test processes receive USERPROFILE and convert repo/detect paths to bash format when invoking bash.
These changes reduce Windows-specific failures and flakiness in the test suite and tidy up a small unused import.
