_parse_classification returned {} for garbage or non-dict output, so a failed classification looked like zero matched steps and graded as non-compliant. Raise ClassifierParseError (a RuntimeError, like the non-zero-rc path) instead.

fix(continuous-learning-v2): stop observe.sh guessing project from inherited cwd ( #2746 )
...
When the hook payload cwd is missing or not a directory, do not let
detect-project.sh priority 2 resolve the hook process working directory.
Keep a valid inherited CLAUDE_PROJECT_DIR, including non-git directories,
and otherwise force the global bucket with CLV2_NO_PROJECT.
Refresh the hand-seeded skill-triggers registry digest so it matches the
updated continuous-learning-v2 skill resources.

Repair bounded recovery, alias compatibility and evaluator packaging gaps while keeping registry reuse inside the canonical loader. Verified actual hook, setup, dashboard, evaluator, sandbox and profile workflows plus full npm, Python, lint and supply-chain checks. ECC-043 preparation only; integration remains with the delivery owner.

RED: the documented --output pipe mode discarded its task. GREEN: 8 tests pass across existing input modes and the real CLI conciseness score. Changed input functions have 100% line coverage.

RED: BOM parsing and disk loading failed in 3 cases. GREEN: 18 targeted tests pass, including LF/CRLF and preserving interior BOM characters. parse_instinct_file line coverage is 91.4%.
