docs: Update Cloud SaaS and CLI documentation pages (#4077)

### Summary
1. Update API spec.
2. Clarify how to specify `requirements.txt` in `dependencies` list.
3. Clarify deletion policy for database.
4. Clarify resource allocation for `Production` type deployments.
5. Update supported Python versions.
