Igor SoarezandGitHub 10f1fabb3b fix(langgraph): stop at an interrupt_before breakpoint when a drain is requested before it (#9281 )

When a drain is requested during the step right before an
interrupt_before breakpoint, the run stops with GraphDrained and the
breakpoint is lost: resuming the run skips it unintentionally.

The fix moves the drain check in tick() after the breakpoint check, so
breakpoints win over draining.
