Bumps the Python SDK version from 0.4.6 to 0.4.7. A thread stream's run now ends only on the root graph's `completed` or `failed` event, not a subgraph's, so `thread.output` no longer reads the state too early and a run that fails after a subgraph finishes is reported as failed (#9228).
