Elior Nataf Lackritz b1ce18080b fix(sdk-py): only restart a lifecycle watcher that a 4xx stopped

Restarting any stopped watcher on run.start also restarted one whose stream
had ended cleanly, which opened an extra lifecycle stream and broke tests
that script streams in order. Only a 4xx rejection, the 404 for a thread
run.start is about to create, now leaves the watcher for run.start to
replace.
