Bumps the CLI to 0.4.39 to cut a release including #9395, the only CLI change merged since 0.4.38: - `langgraph deploy list --json` prints `[{"id": "...", "name": "..."}]`, so a CI job can check whether a deployment exists before it deploys. - `deploy list` and `deploy listeners list` now read every page, instead of stopping at 20 deployments or 100 listeners. Merging doesn't publish by itself: after it merges, run the `release` workflow with `working-directory: libs/cli`.
