Anthony LC abfb7157d2 ✨(backend) add a setting for the http fallback polling interval

Each poll of a browser on the http fallback is authorized against the
backend, and the 10 second interval was hardcoded. Add
COLLABORATION_HTTP_FALLBACK_SYNC_INTERVAL (milliseconds, default 10000,
so nothing changes unless it is set), served by the config endpoint, so
operators can lower that load without a new release.
