The SDK relay API was always reachable, even on instances that do not
use the SDK picker. Exposing an unused anonymous endpoint is needless
surface, so it is now opt-in: SDK_ENABLED defaults to False and the relay
answers 404 when it is off. The setting is shared through the config
endpoint so the frontend can hide the sdk pages too. It is enabled in
the development env so local dev and e2e keep working.
