add dead-code scan script and update .gitignore

Commit backend/scripts/dead_code_scan.py so the tooling that produced
the recent dead-code removals is preserved in the repo.

Update .gitignore to stop ignoring the script itself while keeping the
generated .dead-code-scan/ output directory ignored.
