haikdc 4866e644e2 [hAIk]: add .lintignore sentinel files for per-folder lint suppression — drop a .lintignore in any directory to skip all checks, or .lintignore-{rule} to skip a specific one (max-file-lines, max-folder-items, no-nested-imports, vulture, eslint, knip, endpoints, classes). Adds collect_lintignores() and is_lintignored() to checks/init.py, wires filtering into lint.py and all sub-linter runners, and updates watch mode to detect .lintignore changes
