Yogesh Ojha 19298e3883 feat(estate): show which candidate targets a bounty program pays for

In bug bounty mode, each candidate carries its strongest program match.
A candidate in scope shows a badge on its row and a count on the tray.
Coverage is read for the whole candidate set in two queries.
