With several workers a partial inspect reply looked complete, so a busy worker-scans missing the window read as dead stages and got a second canvas. - scan workers announce themselves in Redis (90 s TTL, consumer timer) - the reaper skips its pass when an announced worker did not reply - control slots default to 8: finalize p95 is 3.3 min and shares the queue with step hand-overs
