Yogesh OjhaandClaude Opus 5.5 c61e425ceb feat(targets): rebuild the target list around what each target's scans found

/targets follows the scan history idiom: a strip of counts that filter
(targets, not scanned, stale, critical and high findings, enrichment
signals), type tabs and tools in one card, and rows that carry the latest
run's status, findings chips with previews, assets, change and a
findings trend, expanding into the run brief. Columns hide by the
table's container width and the list has the /scans keyboard.

GET /scans/latest returns the newest census run per target with the
history fields. Targets gain unscanned, stale, critical and high
signals whose counts equal the rows they filter; critical and high read
the latest run and skip suppressed findings.
