Nick L. Petroni, Jr 1264b87ad7 refactor cache disabling 
removed package-global CACHING variable. Replaced with
volatility.framework.caching.DISABLED, which defaults to False.

Updated cli to use argparse logic, rather than checking
sys.argv.

Removed unused volatility.framework.constants.CACHING.
