Mark snscrape and twint as Archived, and log both in Dev-Notes

Both tools no longer work. snscrape imports fail on Python 3.12 because
importlib.abc.Finder.find_module was removed, and its last release is
0.7.0.20230622 from June 2023. twint fails to build because cchardet needs
longintrepr.h, which CPython removed, and twintproject/twint is archived
with a last push of 2023-02-23.

Entries stay in place for historical reference, per issue #168.
