Rename Forums/Blogs/IRC to Online Communities with new subcategories (THE-58)

- Renamed top-level category from "Forums / Blogs / IRC" to "Online Communities"
- Preserved existing subcategories: Blog Search Engines, Forum Search Engines, IRC Search
- Added new subcategories: Discord Servers, Reddit Communities
- Removed Topix from Blog Search Engines (site shut down 2018, URL redirects to unrelated page)
- Excluded Dark Web Forums subcategory (tools already covered in dedicated Dark Web category)
- Excluded Telegram subcategory (tools already covered in Instant Messaging > Telegram)
