arena: Online-Mind2Web head-to-head scoped -- runnable but live-site/ToS/LLM-judge blockers; recommend 50-task read-only subset, awaiting go/no-go

Honest verdict: verified-writes is capability-gated for complex writes, not a quick clause to close.

## Online-Mind2Web head-to-head scoping (2026-08-16) — the honest bu-max comparison
Runnable in principle: 300 tasks / 136 live sites, CC-BY-4.0, HuggingFace osunlp/Online-Mind2Web.
This is where browser-use Cloud claims 97 and open-source SOTA (Avenir-Web) is 53.7 — the only
public benchmark that would settle "are we the best" vs tuned commercial products. BLOCKERS (all
real, none principled-dodge): (1) 300 LIVE EXTERNAL sites -- non-reproducible (tasks change as
sites change), bot-blocking/CAPTCHA, many need real accounts; (2) a share of tasks are real WRITE
actions on live commercial services -- ToS + side-effect exposure, needs explicit user
authorization before running unattended; (3) WebJudge LLM-scored -> supplementary only under our
no-LLM-judge rule, and comparability to bu-max's 97 needs their exact judge config. RECOMMENDED
SCOPE if pursued: 50-task READ-ONLY subset (no purchases/writes), reciprocal GPT<->Claude judging
per our judge policy, labeled SUPPLEMENTARY, never folded into the 11 clauses. Expected honest
outcome: our clean generic harness scores below a tuned cloud product -- that IS the result, and
being close as a no-tuning generic agent is the stronger story. Status: scoped, awaiting user
go/no-go on the live-site/ToS question.
