feat(mcp): agents can interrogate an attack surface, not just start one

Recon MCP servers expose one verb: go and scan. reconFTW v5 ships seven tools
and not one of them reads a result, because a pipeline that writes files has
nothing to query. reNgine's value is the correlated corpus, so this server is
read-first — fourteen tools for asking questions, of which four can act and
only two reach a target. Wrapping the OpenAPI document instead would have cost
276 tools and 112,600 tokens of definitions, and would still not work, because
every result endpoint needs a scan id an agent has no way to choose.

Everything lives in mcp/, mounted into the api the way stages/ and reports/
are. The protocol is implemented directly rather than through an SDK: a
tools-only server is a small JSON-RPC surface, this keeps the package free of
dependencies, and protocol.py is the only module that knows the wire format.
Tools are plug-and-play like stages and report sections — one file under
mcp/tools/, a Tool subclass whose Input model is both the schema the model
plans against and the schema the server validates with. Nothing registers it.
mcp/dimensions.py is the second axis, one entry per result dimension, so
query_assets, group_assets, surface_brief and describe_query_language each stay
short and a sixth dimension is a single entry.

ToolResult carries the product's contracts structurally. Every count comes back
with the query token that reproduces it, so a number an agent reports equals
the rows a human lands on. A dimension nobody has scanned is reported as not
scanned rather than as zero, which is why resolve_target resolves the scan that
actually covered each dimension instead of taking the newest one. Rows carrying
text the scanned party wrote are flagged untrusted, so the model reports them
rather than following them.

Access is an opaque service token, hashed at rest, bound to a project and a
capability set, revocable by row. Read, plan, write and launch are separate;
launch is the only one that reaches a machine you do not own and is off at the
instance ceiling until an operator raises it. No token may exceed the ceiling,
lowering it narrows the tokens that already exist, and tools/list returns only
what a token may call. Start and stop live on the MCP page rather than in a
config file — the server is mounted in the api, so stopped means refusing
connections rather than a supervised daemon, and the dialog says so: stopping
does not cancel a scan an agent already started.

# Adding a tool
One file in `mcp/tools/`. No registry to edit, no route to add, no frontend
change. Drop the file in, restart the api, and the tool appears in `tools/list`,
in the MCP page's Tools tab, and in every agent connected with a token that
carries its capability.
## The smallest possible tool
`mcp/tools/count_targets.py`:
```python
from mcp.context import ToolContext
from mcp.result import ToolResult
from mcp.tools.base import Tool, ToolGroup, ToolInput
class Input(ToolInput):
pass
class CountTargets(Tool):
name = "count_targets"
title = "Count targets"
description = "How many targets this token can see."
Input = Input
async def run(self, ctx: ToolContext, args: Input) -> ToolResult:
return ToolResult(summary="12 targets")
```
That is the whole contract. Everything else is optional.
## The full contract
```python
class MyTool(Tool):
name: str # snake_case, unique across the server
title: str # short human label, shown in the UI
description: str # what the MODEL reads — write it for the model
capability = Capability.READ # read | plan | write | launch
group = ToolGroup.INTERROGATE # Orient | Interrogate | Explain | Act
Input: type[ToolInput] # pydantic model; becomes the JSON Schema
examples: tuple[str, ...] # shown in the UI and docs, never to the model
async def run(self, ctx: ToolContext, args: Input) -> ToolResult: ...
```
**`Input` is the single source of truth for arguments.** `model_json_schema()`
becomes the `inputSchema` the model plans against, and the server validates every
call with it before your `run` is reached — so `args` is always valid.
`Field(description=...)` is the only place an argument is explained; do not
restate it in the tool description.
```python
class Input(ToolInput):
target: str = Field(description="A domain, address or ASN already in reNgine.")
limit: int = Field(default=20, ge=1, le=100, description="Rows to return.")
```
**`capability` is the security gate.** The server checks it before calling you,
`tools/list` hides tools a token cannot use, and the instance ceiling can switch
a whole capability off. Anything that sends traffic to a target must be
`Capability.LAUNCH`; anything that writes to the database must be at least
`Capability.WRITE`.
## What you get: `ctx`
```python
ctx.session # AsyncSession — call app.services.* directly
ctx.token # name, project_id, capabilities, issued_by
ctx.ui_base_url # for building links
ctx.client # the connected agent's name
ctx.require("launch") # raise unless the token may do this
ctx.scoped_projects() # [project_id], or None for every project
ctx.check_project(project_id) # raise if outside the token's scope
```
Import reNgine services *inside* `run`, not at module scope — a tool module that
fails to import is skipped with a warning rather than breaking discovery:
```python
async def run(self, ctx, args):
from app.services.subdomain import SubdomainService # noqa: PLC0415
```
## What you return: `ToolResult`
```python
ToolResult(
summary="33 services match on gov.cy", # one line the model should say
data={...}, # structured payload it may quote
pivot=links.scan_tab(ctx.ui_base_url, scan_id, "services", query),
caveats=["Observed 4 Sep by scan d67fb42…"],
untrusted=True, # rows contain target-written text
)
```
Three of these carry reNgine's contract, and a tool that skips them is a worse
tool:
- **`pivot`** — the count is a promise. Whatever number is in `summary`, the link
must open exactly those rows. If you cannot produce such a link, do not report
a count.
- **`caveats`** — say what the answer cannot tell you: a capped total, a
dimension that was never scanned, a figure from an older run.
- **`untrusted`** — set it whenever `data` contains anything the scanned party
wrote (titles, banners, bodies, certificate subjects). It adds the instruction
that stops the model treating that text as a command.
## Errors
Raise `ToolError` with a message written for the model. It comes back as a tool
error the agent can act on, not a transport failure — and a good message teaches:
```python
raise ToolError(
f"{dim.label} cannot be grouped by {key!r}. Try one of: {', '.join(keys)}."
)
```
Anything else you raise is logged and returned as a generic failure, so prefer
`ToolError` wherever the caller could do something about it.
## Working with the five dimensions
If your tool is per-dimension, use the adapter rather than branching:
```python
from mcp.dimensions import dimension
from mcp.tools._scope import resolve
dim = dimension(
args.dimension
) # web_assets | ips | services | vulnerabilities | endpoints
scope = await resolve(ctx, args.target) # target + per-dimension coverage
scan_id = scope.require(dim) # raises with the "never scanned" message
f = dim.build_filter(args.query, limit=args.limit, offset=args.offset)
page = await dim.search(ctx.session, scan_id, f, scope.project_id)
rows = [dim.compact(row) for row in page.items]
```
`scope.require(dim)` is what stops a tool reporting "0 findings" for a dimension
nobody ever scanned. Use it rather than reaching for a scan id yourself.
## Checklist
- [ ] `name` is unique and snake_case
- [ ] `description` is written for the model, and says when to call it
- [ ] every `Input` field has a `description`
- [ ] `capability` is `launch` if it touches a target, `write` if it writes
- [ ] `pivot` is set wherever a count is reported
- [ ] `untrusted=True` wherever target-written text is returned
- [ ] `ruff check mcp` passes
Then restart the api and confirm:
```bash
docker compose exec -T api /app/.venv/bin/python -c \
"from mcp.registry import registry; print(sorted(registry()))"
```

# reNgine MCP server
Lets a language-model agent interrogate an attack surface reNgine has already
mapped — and, if you allow it, start scans.
Everything MCP lives in this directory. Turn the server on, issue a token and
paste it into your agent; nothing else is configured, and no file outside this
package needs editing to add a tool.
- **Start / stop, tokens and activity:** the **MCP** page in reNgine.
- **Adding your own tool:** [ADDING_A_TOOL.md](ADDING_A_TOOL.md).
---
## What makes this server different
Most recon MCP servers expose one verb: *go run a scan*. This one is built the
other way round, because reNgine's value is the correlated result set, not the
scanner. Four properties are carried into every answer:
**The count is a promise.** Every result carries `open_in_rengine`. The number a
tool reports equals the number of rows that link opens, because both go through
the same filter and compiler the UI uses. An agent can never quote a figure a
human cannot verify in one click.
**Not scanned is not zero.** `resolve_target` reports `covered` per dimension.
A scan that enumerated hostnames but never probed them has zero live hosts *and*
never looked — those are different facts, and the tools refuse to conflate them.
**New needs a baseline.** `is:new` is `has_baseline AND NOT seen_earlier`
everywhere, so a target's first scan never reports its whole surface as new.
**Rows are untrusted input.** Response bodies, page titles, service banners and
certificate subjects are written by the scanned party. Results that contain them
are flagged `untrusted_content`, and the server's instructions tell the model to
report them, never to follow them.
---
## Connecting
Issue a token on the MCP page, choose **Copy client config**, and paste it into
your agent. That is the whole setup.
```json
{
"mcpServers": {
"rengine": {
"type": "http",
"url": "http://localhost:5173/api/v1/mcp",
"headers": { "Authorization": "Bearer rngmcp_…" }
}
}
}
```
For an agent that prefers to launch the process itself:
```
docker compose exec -T api /app/.venv/bin/python -m mcp.stdio
```
with `RENGINE_MCP_TOKEN` in its environment. Permissions are identical on both
transports — they are a property of the token, not the pipe.
### Capabilities
A token carries a subset of four capabilities, and the instance sets a ceiling
no token may exceed. `tools/list` returns only the tools a token may call, so an
agent never sees a tool it cannot use.
| Capability | Grants | Reaches the target |
|---|---|---|
| `read` | Query assets, services, endpoints, findings, coverage | No |
| `plan` | Resolve a scan plan without running it | No |
| `write` | Record triage decisions | No |
| `launch` | Start scans and focused rescans | **Yes** |
`read` is always granted. `launch` is off by default at the instance ceiling.
---
## The default tools
Fourteen tools, roughly 2,900 tokens of definitions for a full-capability token.
Arguments in **bold** are required.
### Orient — turn a name into something you can query
| Tool | Needs | Arguments |
|---|---|---|
| `resolve_target` | read | **target** |
| `surface_brief` | read | **target**, dimension, include_empty |
| `describe_query_language` | read | dimension, fields_only |
| `list_targets` | read | contains, limit |
| `list_projects` | read | — |
**`resolve_target`** is the keystone. Every result endpoint in reNgine is
scan-scoped, and picking the newest scan is wrong. This resolves, per dimension,
the most recent scan that actually covered it — plus the count, when it was
observed, and the change against the previous covering run. Every other tool
takes its scan from here.
**`surface_brief`** is the fastest way to learn what is interesting. It returns
reNgine's curated query library with a real count against each entry for this
scan, ranked so the discriminating queries come first. One call, and the agent
knows where to look instead of guessing:
```
class:database 3 Data stores reachable from the internet
is:sensitive and not is:cdn 33 Administrative ports on an origin address
class:remote 8 Interactive administration reachable
service:[telnet,ftp,rlogin,rexec] 6 Protocols that carry credentials in the clear
```
**`describe_query_language`** returns the exact grammar for one dimension. It is
a tool rather than part of a tool description because all five grammars together
are about 16,600 tokens — far too much to carry on every turn, and exact when
fetched.
### Interrogate — ask the question
| Tool | Needs | Arguments |
|---|---|---|
| `query_assets` | read | **target**, dimension, query, limit, offset |
| `group_assets` | read | **target**, dimension, **group_by**, query |
| `what_changed` | read | window, project_id |
**`query_assets`** is one tool over all five dimensions. Rows are trimmed to the
columns that carry meaning — a raw row costs about 205 tokens, a trimmed one
about 25 — and the exact total always comes back with the link that proves it.
**`group_assets`** counts by technology, status, ASN, country, severity, service
class and so on. Each group carries the query that isolates it, so drilling in
lands on exactly that count.
**`what_changed`** is the cross-target digest: what is new per target over a
window, which dimensions a run covered for the first time, and which targets have
never been scanned or have gone stale.
### Explain — turn a row into an answer
| Tool | Needs | Arguments |
|---|---|---|
| `explain_finding` | read | **target**, **finding** |
| `scan_coverage` | read | **target**, dimension |
**`explain_finding`** takes a template id, check name, CVE or fingerprint and
returns what the check tests for, why it matters, how to fix it, its CVE / CWE /
CVSS / EPSS / KEV signals, every place it fires, and the current review decision.
**`scan_coverage`** is the scanner's own account: checks selected against checks
loaded, hosts scanned, requests sent, hosts given up on. A null count means the
scanner did not report that number — never that it was zero. This is what keeps
"no findings" honest.
### Act — capability-gated
| Tool | Needs | Arguments |
|---|---|---|
| `plan_scan` | plan | **target**, engine_id, stages, intensity |
| `start_scan` | launch | **target**, engine_id, stages, intensity, context_id |
| `focused_rescan` | launch | **target**, **dimension**, **assets**, stages |
| `record_triage` | write | **target**, **fingerprint**, **state**, note |
**`plan_scan`** resolves which stages would run, which are skipped and why, the
footprint and the estimated duration, without contacting the target at all.
**`focused_rescan`** is the loop that makes an agent useful: query, pick the
interesting rows, re-probe just those as their own run, read the result. The run
is recorded separately and does not disturb the parent scan's totals.
**`record_triage`** makes an agent's judgement durable. The decision is keyed to
the finding's fingerprint, so a false positive stays suppressed on every later
scan of that target.
---
## Layout
```
mcp/
capabilities.py what a token may do — one definition, mirrored by the frontend
auth.py minting, hashing and header parsing; reNgine keeps only the hash
models.py the mcp_tokens table and the API's read/write shapes
service.py settings, tokens, status, authentication — what the API calls
protocol.py JSON-RPC framing and the MCP method names. No transport, no DB
server.py dispatch: a parsed request plus a context becomes a response
transport.py one entry point: authenticate, rate-limit, dispatch
stdio.py the stdio transport
registry.py every discovered tool, validated and described
links.py deep links back into the UI
limits.py per-token call ceiling (fail-open)
```
The wire protocol is implemented directly rather than through an SDK: a
tools-only MCP server is a small JSON-RPC surface, and it keeps this package
dependency-free. `protocol.py` is the only module that knows the wire format, so
swapping in an SDK later touches one file.
Note that this package is named `mcp`, which shadows the `mcp` package on PyPI.
That is deliberate — reNgine does not use it — but do not add it as a dependency
without renaming this package first.
